Ken Davis is joined by Stephanie Kollmann, policy director at the Children and Family Justice Center at Northwestern’s Pritzker School of Law. She discusses recent research by the school revealing that the Chicago Police Department’s clearance rate for shootings in Chicago has fallen beneath ten percent. She outlines in great detail how Illinois’ existing laws regarding gun offenders are structured and how proposed changes to the laws for illegal possession of firearms might change the legal landscape. Kollmann is an author of last November’s Building a Safe Chicago report, which calls for the treatment of Chicago’s street violence as a public health epidemic.
