CARE Program
David Kwon is a Project Manager for the CARE Program, the City of Chicago’s 911 behavioral health response program at the Chicago Department of Public Health. In this role, David manages the operations and logistics of connecting individuals experiencing a mental health crisis and substance use overdose with teams of behavioral health professionals and resources to address their unmet health and social needs through the City’s 911 emergency response system.
Prior to this role, David was a project manager at the Chicago Mayor’s Office for the Chief Technology Officer and the Chief Operating Officer during both the Lightfoot and Johnson administrations. His time at the Mayor’s Office introduced him to local government and the opportunity to work on a wide range of projects from data and civic technology to city-wide operations.
Outside of work, David enjoys spending time with his cat and taking advantage of everything the city has to offer including great food, festivals, concerts, the lakefront, and free shows. David holds a bachelor’s degree in political science from Northwestern University.
