Ken Davis is joined by Alex Holt, Budget Director for the City of Chicago. They discuss Chicago’s Tax Increment Financing Program and how the program impacts the property tax system. Holt argues that TIFs have improved blighted communities, funded critical infrastructure repairs and built new assets, such as schools and CTA stations.
